Dear Engineers
I have a problem setting up a GNS lab for the BGP tunnel over MPLS . I attached the topology and the config files so you can understand the issue .
The used IGP is IS-IS on R2,3 & 4 .
MPLS is applied on R2,3 & 4 .
BGP is applied on CE's and PE's (R1,2,4,5)
I am using 7200 Software (C7200-ADVENTERPRISEK9-M), Version 12.4(24)T for all routers CE , P , PE's . Also I tried 3k an 3K router with the same output .
Below is the bgp output of PE2 (R4) :
PE2# sh ip bgp
BGP table version is 6, local router ID is 4.4.4.4
Status codes: s suppressed, d damped, h history, * valid, > best, i - internal,

Origin codes: i - IGP, e - EGP, ? - incomplete

Same for the PE1 (R2) :

So router R4 can't choose a path to R2 and vice versa .

you are getting the RIB-failure error because the 2.2.2.2 and 4.4.4.4 routes are also being carried by ISIS and it has a better administrative distance than ibgp so the ISIS route gets installed in the routing table.
