I wants to run  DHCP relay on my PE routers to issue IP to the CPEs. Is it recommended to run DHCP relay on PE?

I am not aware of any recommandation against (nor in favor) the use of DHCP relays on PEs.

So you can do it, and for sure some people do that on various platforms.
