install the package for Cisco 9901 IOS XR 7.9.21

I have Cisco 9901 with IOS XR Configuration 7.9.21 some protocols can't appear with me like isis ,MPLS ,OSPF and multicast

as per below, i think I need to install the package

but it tried to install it using the below commands but the package was not installed 

install add source harddisk:/asr9k-isis-x64-1.1.0.0-r7921.x86_64.rpm
install activate

reload

could you help me what's the way to install the packages

First you need to tell us what is the current version running and make sure upgrade path is correct.

Hi @Mostafa Alzareef,

If you identify the missing package from the show install inactive command, you can activate it using: install activate <package-name>

After activation, verify with: show install active

Save and reload if necessary.
