IOS-XR implementation for LDP-IGP Sync is different from IOS as IOS-XR IGPs do not tie-up their adj formation on a given interface to intf LDP sync status. Instead, IGP still form their adj [as they will
form in the absence of this feature], but advertise max-metric for given interface if LDP sync is not achieved yet. Due to this reason, there is no "holddown" cfg required/implemented in IOS-XR IGP for LDP-IGP Sync feature.

hi,bhnegi

can i understand as an infinite?

For IOS yes but not for XR.

http://www.cisco.com/c/en/us/td/docs/ios/12_0s/feature/guide/fsldpsyn.html

An IGP will wait indefinitely for LDP synchronization to be achieved.

In XR LDP and IGP doesn't directly communicate about the LDP state information due to architectural difference. During the link recovery or when it first comes up, when IGP comes up before the LDP sync it doesn't wait for LDP to come up, instead it will advertise the IGP adjacencies with max-metric .
