I found it. Before I posted here, I changed the system IP of Nokia. However, when I show mpls traffic-eng topology, ASR9k still saw the old address. I tried to reload Nokia box, it's solved, the tunnel came up.

Hi,

 

the PCALC error is telling you the reason why the Tunnel is not up.

 

Check with "show mpls traffic-eng topology 10.x.40.92". 

Most reasonable cause of this failure is that you do not have mpls end-to-end enabled (MPLS TE, RSVP etc).

Just check your configuration.
