Tail-end circuit utilization for MPLS bandwidth calculation

Hi,

I am aware the max utilization on a tail circuit should be 70% with 10% overhead for MPLS, giving 60% max utilization. But I need to justify these assumptions. Does anyone know of any references to these figures?
