ACS 3.0 controling access to router aux port (2001)

I'm trying to setup ACS 3.0 to permit access only to the aux port for a router. I have a PABX Console port hangin aux 0 so I'm using the router as a kind of Term Server with authentication and central logging.

The obvious config step is to specify the port 2001 whilst adding the AAA client (the router) to a NAR. However, when I specify the port as * I can connect to both telnet and 2001 but when I specify the AAA Client port 2001 I cannot telnet to either.
