I don't see a bug entry, so has anyone successfully patched from ACS 4.1.4.13.8 to Patch 10? I fail when attempting to start CSAdmin with "Can not load NDG db, 76". Wasn't that associated with Patch 9 being pulled?

few customers have installed patch 10, the error you are mentioning CSAdmin with "Can not load NDG db, 76". is from patch 9. You are correct patch 9 was pulled out.
If you have a backup of your ACS , why dont you try reinstalling

A fresh 4.1.4.13 to Patch 10 results in the same error, "CSAdmin, Can not load NDG db, 76."
