ACS 5.1 NTP shows init not associated

Wondering why my ACS 5.1.0.44.3 is showing init for NTP instead of associated.

acs/admin# show run

clock timezone US/Eastern
!
ntp server 130.126.244.44

acs/admin# show ntp
Primary NTP   : 130.126.244.44

synchronised to local net at stratum 11
   time correct to within 12 ms
   polling server every 1024 s

Try restaring the services of ACS and check the status of the ntp sync.
