My ACS version is 5.4 and I downloaded it from

I am pretty sure this is browser related and issue of compatibility of later browser versions with earlier versions of ACS
Do you have any patches installed with ACS 5.4? What browser and version are you using?
hard to track to a specific CDETS but seems similar to the following fixed in 5.4 patch 1 that relates to issues with Access Policies (issue was resolved over 3 years ago)
CSCuc13958 ACS5: Pages do not display correct when using FireFox version 15
I would recommend to install latest patch for ACS 5.4: ACS 5.4 patch 9

Hello Jahabar-
I believe you are hitting the following bug:

There is a workaround listed and the issue was fixed in 5.5 release and later so if possible I would recommend upgrading your system.
