ISE supports Microsoft Active Directory regardless of where it lives. See the ISE Compatibility Guides for specifics.
HOW you connect the two is where the challenges will come in depending on where ISE lives (on-prem or in AWS).

I have not kept up to date with AWS offerings but I don’t suppose they have the identical offering that Microsoft has (Azure AD)? In that case you can use ISE 3.0 to perform cloud native EAP authentication to Azure AD using certain EAP methods. Eg configure EAP-TTLS on your Windows/Mac to perform username/password auth.
How does AWS handle this (if at all)? If you simply spin up a Windows Server in AWS and configure it for AD then this has nothing to do with ISE 3.0. You’d need to get a VPC into AWS and get ISE talking to that AD server as normal.
