I have only one PAK. I install the Primary ACS and register the PAK and get license. Then i install this license to the Primary ACS.All of them is good for Primary ACS. Now i want to start configurate the Secondary one. BUT i confuse the license issue.
Do i need a license for secondary ACS?
Thanks.

Yes, the secondary server needs its own license. The reference here tells us:
A secondary ACS server receives all the system configurations from the primary server, except that you need to configure the following on each secondary server:
•License—Install a unique base license for each of the ACS secondary servers in the deployment.

It seems you're deploying ACS 5.x. Once you have license installed on the seconday ACS server. Here are the steps to register the secondary box to the primary.
Register a secondary node to the primary instance.
Let us know if you need any further assistance on this.
