There is an error while creating HA

We are not able to view your image properly, if you are using Name to join another ISE, make sure you are able to ping that FQDN? from the ISE node before you join, if you are able to reach, check the Logs both the side, what is the reason it was failing. (will give you some information to fix)

The Error is unable to connect ISE please ensure the Target machine is operational and try again.

 - Verify if the intended partner for HA is fully operational and available in  the network, also check status of it's ISE services : ise/admin# show application status ise

Also check that you have proper forward and reverse DNS records for the ISE nodes.
