The Alarm and Reporting functions are available with the Base/Essentials license. See the Cisco ISE Alarms section of the Admin Guide for information on the various alarms and options to send a syslog or email notification when that alarm is triggered.
If you need something more customised to provide a daily rolled-up report, you would need to look at sending syslog events to an external server or SIEM (like Splunk) and building custom dashboards or reports in that system.
