The consumption count for the Base License stayed in '0' since last Oct 17(see attached).
Clicking the Refresh does not make any change. We have also created a new token on CSSM (smart licensing portal) and registered it on ISE; but it did not help.
What does the value "Released Entitlement" under Compliace mean?
Appreciate any tips on how to troubleshoot and fix it.

We face a similar issue with Ise2.2 patch 9. The last time we had the issue we had to de-register licensing and re-register it.
There is also a bug out there that affects 2.2 and 2.3 but rebooting the monitor nodes for us did not resolve the issue.. We are still troubleshooting with tac..
