You can change your password using sponsor or my devices portals.

No, please reach out to our product managers if need of a true password change portal

Along with our previous discussion on ISE 2.x enable password authentication behavior
For T+,
- You can engage user-change password for either password in the same way for enable and login password, by leaving the password blank, then going through the password flow.
- If the device supports it then chpass can be used for either login or enable.
