The minimum hard drive for an ISE policy node is 300 GB. I am running ISE 2.7 and the hardware requirement was 300 GB. II was able to install ISE 2.7 on a 200 GB hard drive. Will I be able to install ISE 3.0 or is the hard drive requirement enforced in ISE 3.0?

not sure is this production environment or test environment,.

that is recommended, i do believe setup will go forward with 200GB also but performance issue or space issue may encounter.

bare in mind, you need to re-image, there is no facility i know that you can expand hard drives ?
