ISE 3.0 licenses

Is the new ISE 3.0 license scheme still tied to serial numbers?  How do the TACACS/device admin licenses tie into this scheme?

Is it possible to do the Base/Plus conversion to Essentials/Advanatage with a test ISE deployment and just repoint our production smart license token to the appropriate virtual account?  The Base/Plus licenses are new licenses offered via an EA-DNA offer, so those licenses haven't been allocated/used yet.

Conversion can be requested at TAC licensing team.After converting, ISE 3.0 will be able to consume the licenses from Smart Licensing portal. The 2.x production ISE continues to consume Base/Plus/Apex licenses (if there are some left on the portal)
