Yes, a deployment or multiple deployments can all pull and leverage a mix of these licenses from the smart account. Which license tier is used is determined by the features being leveraged for that endpoint. The higher tier license will also always cover a lower tier feature, so if you only ordered premier you would have licenses to cover any essential or advantage feature.
