I installed the ISE-2.3.0.298-virtual-eval.ova using a 6.0.0 vSphere CLient on a VMware ESXi version 6.5.0. The install seems to go well. At the console, I type setup. I fill in the fields in a way that seems like it should work. It goes through several steps: Verifying Application, Unbundling, and then somewhere in Installing Application (sorry, don't know the exact wording), it hangs. I reboot the VM, do "show application" and see nothing. What am I doing wrong?

I find it surprising that a Cisco created .ova would not be correct. At least the ISE 2.2 EVAL .ova works for me.
If it's really broken, then rather download the .iso and build you own thing. For an eval/lab I would say 4 vCPU, 4GB RAM (or more if you can spare it) and 200GB thin provisioned disk gets you through the installed checks. And your file store needs to be fast enough (ISE installer checks it).

I'm reading the log. The ova wants to have at least 4 cores, but it defaults to 2. I can't change it after it is installed.

But so it is. I looked at the logs and saw that it had logged an error that it would not install without 4 cores. And yet the default install seemed to have 2 cores.
I deleted it from disk and tried again. This time, in between loading the ova and powering up the machine, I changed the number of cores to 2 CPUs X 3 sockets (ESXi 65. and vSphere client 6.0.0). This time the install worked.
I believe that the ova doesn't match the startup script and should be fixed by Cisco.
