ISE LDAP Secure - Test Failed to connect: Connection refused for host

Dears.

I have problem with the connection for LDAP Secure (port 636), when i try a test to the connection the message is:

Test Failed to connect: Connection refused for host.

Is this message  a problem connection to the network or connection for the certificate?.

I believe your ISE is unable to open a connection at all. One way to verify it is to get TCPDump.

Recently I saw an issue with an expired LDAP cert and ISE gave:

Test Failed to connect: Certificate or SSL error.
