L2TP/IPSec with PPP/Radius authentication on cisco vpn 3015

Do you know of anyone who has successfully used the above configuration to

connect using MS Windows 2000 native L2TP/IPSec client with PAP

authentication (and machine certificate for IPSec authentication)?

When we try it, it results in an err 691 , not valid on domain, on client

side, and

'unexpected, but benign error' on the server PPP debug side.
