Problem of connections ports

we configured tthe cisco switchs to support by ISE version 1.1.1 but We have a issue about some PC Users that cant connected if they changed ports access the on switch the mac address table display that the mac address of Deskyop or Laptop is static even if we put clear arp cache and clear session authentication but the issue persist

What version of IOS are you running?

Also, do you have the commands:

snmp-server enable traps mac-notification change move

mac address-table notification change

mac address-table notification mac-move

the IOS version is 122-55.SE3 the first command (snmp-server enable traps mac-notification change move) exist i will add the two others command and i hope that resolve the issue
