RADIUS Debug Time-stamp Differs from Local Device Time-stamp

I recently configured RADIUS for our network devices. During the debug process I noticed the time-stamp of the RADIUS debug output was different (4 hours ahead) from the local NTP synchronized device. However, the time on the WIN 2012 server I am using for RADIUS matches that of the NTP synchronized device. Can anyone tell me why this is happening and how to "fix" it if possible? I've done some research and found no answers as of yet. Thank you for your time.

I'm pretty sure you need to tell the switch to mark logs with timestamps using the locally configured timezone.

service timestamps log datetime localtime show-timezone
