Being Radius a client/server protocol, is there some standard way for the server to send commands to the client? For example, can a Radius server send a "standard" command to a Cisco RAS in order to disconnect some dial-up user?

No, there's nothing in the Radius protocol spec that defines this.

From your comment, I deduce that the only way to do this, is through "propietary" radius attributes. The need we have is to restrict the access and/or bill for the access time. What steps would we need to follow to build this in the right way?
