Recommendation for Privs for NOC staff

Does anyone have a baseline of privileges needed for their NOC? I know business requirements are different but looking for a place to start. We would like them to be able to do their jobs plus some extra break fix stuff.

You are right, there isn't a fixed template that would fit all :) If you have TACACS+ server you can try what I did in my previous job. We had ACS server so I was able to give my NOC people Privilege 15 group but I restricted their commands with a "command authorization set." Then I was able to simply add additional commands when/if needed.
