the scaling numbers for 3415 are 5k when PAN and MNT are colocated on the same server.  Does this still apply if PAN/MNT are split off into two separate servers? 

Have a customer doing this and consistently hits 14k active endpoints with no corresponding CPU/MEM/DISK issues.  Though they're only use base licenses and no profiling.

We do not test 3415 as dedicated platform for PAN and MNT as per tables here: ISE Performance & Scale

It is possible based on the features deployed that you will not hit issues, but our QA testing does not cover that scenario.  For deployments with more than 10k active sessions, the guidance is to deploy a 3595 as PAN/MNT.   Your customer may not encounter issues in current configuration, but is doing so at higher risk since pressing scale to level which we have not validated.  If do hit issues with resource consumption, then likely guidance from TAC would be to upgrade the appliances to one that is rated for the capacity customer requires.  They can keep a close eye on the resource utilization for now, but general guidance here is to plan on upgrade of PAN/MNT and then leverage the 3415 as a PSN or other service like pxGrid, or possibly leverage in their lab/test deployment.
