I want to know what are all the cisco 16/32 port Terminal servers that can used to access rs232 devices?

You use a module like the NIM-16A in an ISR 4000 series router.

Thanks but i cannot able to find it on amazon. What about 2511 Terminal access server? can i use that?

That is a very very old device. I would be scared about it failing.

Are there any other devices, besides the 4000 series ISRs, that support low speed async to use as a terminal server?

You could use an ISR 2821 with a NM-32A card. Here's a link to one on eBay.
