2960-S Login for Web UI

On older switches 2960-S, when enabling the web UI with 

     ip http server
     ip http access-class 10
     ip http authentication local
     ip http secure-server

     no aaa new-model

what would the username / password be?

The switch shows a login screen immediately upon navigating to its IP address, so connection to HTTP works but using the user names configured through the CLI does not work. Clicking Cancel on the login window shows 401 Unauthorized. I am not using AAA as shown above. Do I need to?

  - Are these users define with a sufficient privilege level and or try making one with full privilege's
     (the username and password is configured in the running configuration)
 
    + Also check logs on the switch when GUI access is tried and look for additional info's , if any

Thank you - creating a user with privilege 15 made it work.
