Adding Responder enabled devices in IPM

Is it possible to have IPM turn on "IP SLA responder" on responder-capable devices, or would it only require enabling the responder separately outside of IPM, such as via NetConfig or manual config on IOS CLI?

You would need to enable this outside of IPM as you say. Netconfig is a good way of doing this.
