I cannot open Topology Services because Aniserver process is down.

you can try to reinit the topology part of the ANI database to solve this issue; you will loose all your customized maps;
the command to reinitialzie the topology portion of the ANI database:
NMSROOT\bin\perl NMSROOT\campus\bin\reinitdb.pl
with NMSROOT being you LMS installation path (default for windows: C:\Progra~1\CSCOpx)
after that start a new Data Collectio (Campus > Home) and see if the problem has gone;
