When ISE displays a web portal (hotspot) to a client, does the client have to be assigned an IP?

This is a customer inquiry,

It is a means to inform you to disable when connecting with a random Mac rather than a web portal for wireless connection. In conclusion, it is set to disable the Internet even if you can connect when connecting with a random Mac.

In this situation, does the client have to be assigned an IP when opening a web portal?

yes,
a web-page is accessed using HTTP(s), wich is an application protocol on top of TCP/IP
-> an IP-addresss is required
when authenticated, the client can be assigned a different vlan, where again an ip-address needs to be requested
