During installation of CM 5.1.4 on Windows 2003 Enterprise Server, I get popup windows "Stop All Programs". I checked Windows Service console but have been unable to determine which processes may be holding these files. How do I determine?
Thanks,

Try this:
1. In Windows, go to Start and click on 'Run...'. Type in services.msc and set the following CiscoWorks Services to Startup Manual:
-CiscoWorks Daemon Manager
-CSCS rsh/rcp service
-CSCS syslog service
-CSCS tftp service
3. Set your TEMP and TMP environment variables to C:\TEMP (make sure that directory exists, and everyone has full access). Right click on My Computer and click on Properties. Go to the Advanced tab to find the Environment Variables at the bottom.
4. Reboot the server.
5. Try upgrade again.
6. When the installation is complete, restore the startup of the following services to Automatic:
-CiscoWorks Daemon Manager.
-CSCS rsh/rcp service
-CSCS syslog service
-CSCS tftp service
8.- Reboot the server.
