Can't get Cisco Configuration Professional to work on Windows 2008 or Windows 10

I can't find a full download for CCP 3.4 for Windows.  The only version that seems to offer a full download (100+ MB) is 2.8 so I've been trying to get that to work.

I've tried a few different Java versions on both Windows.  I've also installed the latest Flash Player.

The furthest I can get is "Loading user interface..."  which just goes on and on forever.

I saw a few other folks have had similar issues, but none of their work-arounds have helped.  Is anyone able to offer some expertise on getting this working?
