We have a Cisco Prime Infrastructure 2.2 on High Memory 85% to 93%,

from the CLI it shows the total allocation used is:

total memory: 16333448 kB

free memory: 32428 kB

cached: 2791532 kB

swap-cached: 89400 kB

is there a way for us to know the details of the utilization specifically?

we want to know what exactly is consuming this memory, though, in my opinion, it isn't

a high CPU reason is we are still working normally.

also is there a way we could reduce this?

we were thinking of stopping and restarting the application/services.
