I am testing out the PNP functionality of APIC-EM to deploy a configuration to a blank Cisco IOS-XE c1100 series router running 16.6.2. The router does a discovery of the APIC-EM and shows up as "unclaimed" I claim the device and add it to the project that I have created along with the configuration text file. It begins to provision the device and then 16 minutes later I have an error for the device in the PNP dashboard.

Is there anything special that APIC-EM expects to see with the configuration file that it is uploading to the router? Are there any do's and don'ts necessary to have present in the configuration? I have already removed any AAA and special characters for the login banner from the router in hopes that will address the issue.
