Hi all
Can I use Cisco router 1841 as E1 over IP.
If not, which is Cisco series used?

I believe that what you are looking for is the feature Circuit Emulation over IP. I do not find documentation that it is supported on 1841. I did find documentation (using Cisco Feature Navigator) that it is supported in 3945 running version 15.2(1)T. Note that this feature requires a specific Network Module and that limits the platforms on which it is available.

E1 over IP is pretty unusual and seems not supported on 1841. IP over E1 is quite common and is certainly supported on 1841.
