I have one firewall

We need some more information still.
Can you test downlaod from directly inside and directly outside the firewall to determine that simply moving from one side to the other causes the slowness?
Have you checked firewall logs (or simply use ASDM logging from the GUI) to see if any frequent errors are seen?
Are users experiencing slow downlaods going through any other active devices - proxy servers, shared wi-fi access points, etc.? All of these (and many more) can make a difference. A simple network diagram would help in answering your question.

Hi Marvin,
Can u explain what would be the basic reason to behave an ASA too slow and also CPU utilization is low? i have a same problem. ASA is enabled with basic thread detection and for the internal network UDP & TCP ports >1024 is allowed and equal to 80,8080,443 only.

Its fun riding on bus n checking sisco help. Yesterday. I read if u enable "http replication" in your firewall it directly effect performance.
Also, try clearing your interface...
