Hang up off Lacation manager (WLSE)

I use WLSE 2.12 version

When I filled the location manager al went correct but when I reopend the location manager 1 day later the program appears as expexted but the program hangs itself in the downloading of the location managment information.... It also hangs up other planned things in the WLSE....

After reload and reboot the problem is stil there.

Was this an upgrade from 2.7-9 originally? Was the patch applied prior to the upgrade? Are you receiving any errors? These type of issues usually are issues with the database.
