is there any way that I can get a log for the interface when my bandwidth cross 70% in my Cisco 3900 router

Using an SNMP to poll the interface bandwidth statistics. And when a threshold is met you get alerted. Using something like solarwinds for monitoring would be effective.

 

Unless you have another requirement? Seeing top talkers IP/protocols you can look at netflow configuration.

You can also you prime infrastructure to monitor interface parameters and set thresholds.
