Context: I'm configuring up batches of IR809s. One step of that process is upgrading modem firmware for TELSTRA.
Old version: FwVersion - 02.30.03.00, PriVersion - 002.044_000
New version: FwVersion - 02.33.03.00, PriVersion - 002.067_000

Problem:
One device doesn't allow the upgrade to take place and appears to be flapping between SIM slots, even though there is only one SIM installed.
Troubleshooting steps:
- Reload the IR809 as recommended by the CLI output
- Reseat the SIM card
- Modem power cycle using the test cellular 0 modem-power-cycle command
- Disable auto-sim using the no lte firmware auto-sim command, force modem to be active on Telstra firmware manually, and retry upgrade
- Re-enable auto-sim and try upgrade again
