make you configured your DNS config on the switch :

ip name-server x.x.x.x

Do you have switch access to internet ?

if not you need to use your proxy to communicate with cisco license server.

So, I had the same issue and noticed I was missing the command below (compared with my other Cisco switches) and then added it: 

ip name-server x.x.x.x

and then used this one:

license smart sync all

After this, the problem disappeared.

Either upgrade the firmware of the switch or perform the workaround but do not leave this error message going because there is a memory leak with the "keyman" process.
