Here is the answer:

"Q:30 When user should purchase collector license?

By default, a standard netflow collector is included with PI 3.x enterprise management license that supports up to 20,000 flows per second. If you want to handle more than 20K flows per second then you need collector license (L-MGMT3X-N-CL).Collector License is applicable only for PRO ova and Gen 2 UCS appliance. Prime Infrastructure can support up to 80K flow"
