Is it possible to restart some of LMS applications, with no restarting server?
For example restart RME. But do not restart the all server.

This is not easily done since RME contains many processes. However, if there is a certain feature of RME, that may be restartable. For example, if you want to restart the config archive process, do the following:
pdterm ConfigMgmtServer
pdexec ConfigMgmtServer

but were i can deploy this comands? I don't see any CLI in LMS?
may it is on windows 2008 server cmd? or not???

You need to run these commands from the server's command line. You can also perform the same stop/start operation via the web by going to Common Services > Server > Admin > Processes.
