There is a lot of customisation, but still seems many restrictions on what you want.
1. Users can have their own personal dashboard and you may not be able to restrict users as per user role.
2. Though you can add a Public Dashboard which is viewable to all users, but you cannot restrict access according to usernames.
3. Ideally predefined Dashboard can be multiple Public Dashboard for each kind of user role, so they monitor the dashboard as per their user role, but you can't restrict this access to any specific user role/userID.
We can control features in LMS using Role Based Auth, but Dashboards aren't covered under these roles. :(
