I added a policy to your Network Controller with the name EIGRP and the scope being R3 and R4. It looks like the SDN in Packet Tracer has only limited functionality, as it does not seem to allow me to actually configure anything in the policy (such as EIGRP load balancing, in your case). I am not sure if you are supposed to do this through external REST API...

My requirement is to balance the traffic load between APs or routers to avoid a single device from being overloaded.

 

Till now, I have not yet come across an alternative for it.

your MS layer 3 switch is already doing load balancing (see output below). Are you supposed to do this through the SDN ?
