We do not know what type of switch this is and that might make a difference. And we do not know precisely what commands you used to create the loopback interface. So it is hard to give good advice.

I have seen on some layer 2 switches with one SVI created for management purposes that if you create a second layer 3 interface that it puts the first SVI into shutdown. I don't know if that is the case here. If that were the case then I would expect that not only would SSH not work but I would expect that ping would fail also. But you tell us that ping does work but SSH does not work. That is unexpected. Perhaps you can post the configuration of the switch and tell us the exact commands that you used to create the loopback? This might provide some insight into the problem.
