Monitoring Ping drops !

Hi all.

I am required to monitor branches ping responses. I am asked to the following threshold

If out of every 10 ping, if there are 3 or more drops, send an email to admin

Can anyone pls tell me which NMS (preferrably free) can do this ? Will Nagios/Zenoss has this capability ?

I know this question is not cisco related but kindly guide me

Nagios does this just fine with its check_icmp module, used (for example) by the host_alive template. See http://assets.nagios.com/downloads/nagiosxi/docs/Changing_Host_Alive_Check_In_XI.pdf

The (customizable) default check in Nagios is 5 pings with warning threshold exceeded at 60% packet loss. See http://nagiosplugins.org/man/check_icmp for details on that.
