Propagate new/updated user information to many switches/routers

Hello,

I am inquiring in order to determine the best way in order to propagate new user information to all switches and routers within the network infrastructure. I have a great many switches within the college network that need to be updated with this information in order to allow our new employees to work through issues within the network. We are not using any type of external authentication. 

Any help is greatly appreciated. Please let me know if you need more information from me in order to better answer my question.
