We just purchased this RV320 Gigabit Dual Router but our download speeds will not reach anywhere near the 600 MBs download speed? Any help would be greatly appreciated.

If you have any feature enabled Like IPS/ Web Filtering - disable and test it.
Plan simple FW with ISP connection - is that better ? Also how about with out RV in the middle, do you get more than 600MB ?
